あらためて読んでみるとひどい英語だ。
条件に

  Throughout the manuscript, there are a lot of typos and grammatical
  errors. The authors should carefully elaborate the manuscript or
  should ask native English speakers to check the manuscript.

とかかれてきたのも納得。
